Palmer Council Votes to Put Fire District Consolidation Question on June Ballot

PALMER -- December 8, 2025, Palmer Town Council puts fire consolidation to voters and designates a development district. The Palmer Town Council voted unanimously at its December 8 meeting to place a non-binding referendum question on the June election ballot asking residents whether they favor a review of fire district consolidation, the latest attempt in a decades-long effort to unify the town's four independent fire districts. Council Chair, a 20-year council veteran, read aloud a statement noting that Palmer holds four of the state's 27 fire districts within a community of 12,000 residents, and that Palmer Fire District No. 1 bears the primary cost of the townwide ambulance service. "Fire department consolidation has been discussed for decades," she said. "Maintaining multiple independent districts creates duplication of equipment, facilities, and administrative costs." The council also unanimously passed Resolution 2026-15 designating the Thorndike Street corridor as a District Improvement Financing district under MGL Chapter 40Q, setting a January 1, 2025 baseline assessment to capture future tax increment revenue for public infrastructure, and approved a $30,505 sewer surplus transfer to cover emergency cleaning of the Three Rivers Junction Structure, a 1955 siphon system where two of three pipes have failed.
