Palmer Council OKs Zoning Rewrite, Veterans Tax Break

Palmer Town Council unanimously overhauls its zoning code and creates a veterans tax work-off program. Interim Town Planner Max Belil walked the council through three consolidated zoning ordinances covering use regulations, accessory dwelling units and perpendicular "blade signs," saying the rewrite is "not really changing all that much" in terms of permissiveness. The council adopted Massachusetts General Law Chapter 59, Section 5N to launch a Veterans Workoff Program offering a $750 credit for 50 hours of service, alongside revisions to the existing Senior Workoff Program.
Town Manager Brad reported a $750,000 base bid for the former Converse Middle School property and a $30,000 quote from design firm Activitas to assess Burley Park for future pickleball courts. The council also revised its retiree health insurance policy to let eligible retirees rejoin the town plan at any time and set a September 13 first reading for a rewritten stormwater ordinance.
